e gemara (Eruvin 54) tells us the pasuk U'Mimdbar Matana teachs us that Torah is a Matana, a gift from Hashem. Whoever considers himself like the Midbar, dust of the desert floor that is stepped on by all and does not complain become the recipient of Hashems's precious gift, the Torah.

Tzuar is like the word Tza'ir, small. Yisachar was ben Tza'ir, they held themselves to be very small. Therefore Nesanel or Nosan Keil, Hashem gave them his Torah.
